I am directed by the Marquess of Lansdowne to acknowledge the receipt of your letter of the 4th instant, with reference to an enquiry made by the Governor of Hongkong with regard to the treatment by the Russian Government of food supplies consigned to private persons at belligerent ports.

I am to inclose, for Mr. Secretary Lyttelton's information, a copy of a letter which, by Lord Lansdowne's directions, has been addressed to the London Chamber of Commerce, and to suggest that a reply should be returned to Sir M. Nathan in the sense of the paragraph marked, which is all the information which His Lordship is at present in a position to furnish.
